Planification territoriale
L’exercice de planification territoriale vise la satisfaction des besoins de la population en fonction de critères liés, en principe, à la justice sociale, à l’efficacité économique, à l’équité, à la démocratie, à la cohésion et à la durabilité (Proulx, 2008).
